Our work in Hailey Park


Normally, our network relies on gravity for waste to flow from your homes and businesses to our sewers. However, in low-lying areas – like Hailey Park – we need to pump the wastewater up into the network. That’s why our plans include installing a small pumping station in Hailey Park and making improvements to our waste network to ensure the additional wastewater is pumped safely to our Cardiff Waste Water Treatment Works.

Planning permission was received to install a pumping station within Hailey Park in September 2022. Following the result of the Judicial Review in early 2023, the relevant permissions remained in place and mobilisation work began in September 2023.

About the pumping station

The pumping station will be installed off Ty Mawr Road. We want to assure you that the only assets that will be above ground will be three kiosks which are no more than 2.5 metres high and some small pipes low to the ground. The pumps themselves will be 20 metres below ground with a concrete cover at ground level, so park users will not be able to see them or notice any noise or odour from the area.

There will also be a green fence approximately 2.4 metres high around the site, designed to blend in with the landscaping that surrounds the site, which can be seen overleaf. We have been working closely with ecologists to plan and design a comprehensive replanting programme with the aim of boosting biodiversity within the local environment.

Construction traffic

There will be construction traffic travelling to and from the site on a regular basis. The amount of traffic will vary depending on the construction activities at the time, but we’ll do our best to keep disruption to a minimum wherever possible. All construction traffic will be travelling via Park Road, Velindre Road and Ty Mawr Road.

Our working area

Our compound will be set up within the area where the pumping station will be built. As well as storing all our machinery and materials for the project, it will include welfare facilities for our contractors while the construction is underway and as such will appear significantly larger than what the completed pumping station will look like once the work is finished.

We have been working closely with Cardiff Council to ensure the park remains a safe place for people to enjoy while we carry out our work. Once built, the pumping station will not impact the provision of the two rugby pitches. However, for public safety there will be some restrictions on the use of one of the pitches during construction.

Here is an outline of what we need to do and when, but please keep in mind that this could change depending on factors such as the weather.

The reinstatement period consists of activities such as the demobilisation of our site compound and planting trees, shrubs, and wildflower seeding, but how long this will take will depend on the weather conditions at the time to give the vegetation the best opportunity to grow.
