Our Members
Glas Cymru has no shareholders and is operated solely for the benefit of the customers of Welsh Water. We currently have 62 independent Members.
A key role of the Members of Glas Cymru is to ensure that the business remains focused on its primary purpose of providing high quality water and sewerage services to the communities served by Welsh Water. In doing this, Members carry out an important corporate governance role, and for this reason Membership is personal and Members are not appointed to represent any particular group or stakeholder interest. Members do not receive a fee. We welcome applications from a diverse and full range of backgrounds in terms of gender, ethnicity, age, sexual orientation and differently abled.
Members are appointed by the Board under Glas Cymru’s published Membership Policy on the advice of an independent Membership selection panel.

Cheshire
Goi Ashmore
Goi is Chief Risk Officer DF Capital Bank, Treasurer for Swansea University and a NED for The Riverside Housing Group. He lived in and around the Cardiff area for over 30 years before business interests led to a relocation to Cheshire, although at least he still lives less than a mile from the Welsh border. He remains a keen rock climber and a frequent visitor to many parts of the Welsh Water catchment and service areas.
Flintshire
Dr Paul Bevan
Paul has worked in the Higher, Further Education, and Research sectors for 20 years and is currently Executive Director at Grŵp Llandrillo Menai – one of the largest Education groups in the UK – leading the Grŵp’s commercial, regional, Agri-food, apprenticeship and business-focused activity.
Paul has a broad background in senior leadership, particularly through strategic projects and programmes and continues to support public, education and third-sector organisations in their strategic change programmes. Paul has a PhD from Aberystwyth University and has held roles with the National Library of Wales, University of Liverpool, and Manchester Metropolitan University.
Paul lives in Caergwrle, Flintshire and is a fluent second-language Welsh speaker. He is also a trustee and director for Flintshire Citizens Advice Bureaux.
Brecon
Brian Birtles
Brian is a Chartered Engineer with an MBA. He is a volunteer mentor and Trustee of Prime Cymru, a charity founded by King Charles III when he was Prince of Wales to help the over 50’s in Wales return to economic activity. He worked in electricity companies for over 25 years from apprentice to senior management positions in operations, marketing, sales, strategic development and general management.
He then moved to the technology sector with Alacatel Telecom, Cambridge Network Ltd and other companies. He has chaired and worked with a variety of Boards in high growth and recessionary markets. In 2004 he formed Bluefish Communications Ltd with two other founders and over 7 years grew revenues to over £10m. The business operated globally and was sold to Vodafone in December 2011.
Barry, Vale of Glamorgan
Russell Bright
Russell has recently retired, and continues to contribute as a trustee of Age Connects (a charity which seeks to help older people stay independent in their own homes), and a trustee of Sinfonia Cymru (a charity to increase the reach of classical music to the public as well as helping young professional musicians start their careers). He is also a (pro-bono) mentor to small business owners, through Business Wales.
During his career, he was CEO of a start-up company who developed a technology to use the natural power of algae to remove phosphorus and other pollutants from wastewater. He was also a portfolio Non-Executive-Director. He spent 20 years in the water industry and has been MD of two other water technology companies. His degree was in chemical process engineering with business management, attaining chartered engineer status in 1987.
Cardiff
David Brotherton
David is a director and founder of Celyn Consulting Limited which advises utility companies on asset and knowledge management matters. Before that he was employed by Dwr Cymru for over 30 years, mainly on regulation and asset information aspects. He has now largely retired and is pursuing other interests including wildlife and environmental topics.
Fishguard
Simon Coton
Simon is an IT architect and small business owner with a longstanding interest in the water industry. He has lived in Wales since 2001 and takes a keen interest in the local community, sustainability projects and contributing to a healthy living environment. He is Vice Chair of the Theatr Gwaun Community Trust.
A former Welsh Water employee, Simon was latterly a senior member of the Business Information Services team. He has led various IT change programmes and has experience of IT procurement, contract management, team development and project delivery. From 2008 to 2013 he was a volunteer member of the Chief Executive’s Scrutiny Committee at Merthyr Tydfil County Borough Council.
Rhondda Cynon Taff
Robert Davies
Robert Davies is a Senior Director of Kip McGrath Education Centres. He has taught across a number of primary schools in South Wales and held a series of senior management positions. He was responsible for running the DCWW Cog Moors Education Centre whilst on secondment from September 2010 to August 2011. Rob has been a Local Councillor, served on a number of governing bodies and is a Trustee and Director of a number of local community and voluntary groups.
Carmarthenshire
Will Lloyd Davies
Will is a Chartered Surveyor currently running his own property development consultancy Arbenigol Ltd. Over his 20 year career he has worked in the Public, Private and Third Sector and held senior positions developing both commercial and residential projects. Outside of work he lives in the Towy Valley in Carmarthenshire with his young family on their smallholding and is a fluent Welsh speaker. Will has a particular interest in water quality and river health mindful of the differing factors from property development, farming and waste water run off.
Sutton Coldfield
Candida Diamond
Candida is a Chartered Landscape Architect with 18yrs of experience in landscape design, designation and Environmental Impact Assessment. She joined Natural Resources Wales in 2023 as Specialist Advisor: Environmental Assessment and Landscape Architecture, providing landscape advice and environmental assessment support across a range of NRW projects.
She previously worked in consultancy in Wales, with design, landscape designation and assessment experience. Projects across the country included public realm, schools, flood defence, renewable energy and road schemes. She has substantial experience in Landscape and Visual Impact Assessment and major infrastructure design, including 5yrs on the design and assessment of HS2 and over 2yrs working for National Highways as an Environmental Advisor and landscape specialist, reviewing EIAs and developing design and assessment guidance. She served on the Landscape Institute’s Advisory Council for 7yrs including 4yrs as the Branch Representative for Landscape Institute Wales and 4yrs as a member of their Appointments and Selection Committee.
Candida is currently a member of the National Trust’s Specialist Advice Network, providing independent review of projects and advice on landscape matters. She previously worked as a professional horticulturist, training with The National Trust for Scotland.
Cardiff
Hayley Dunne
As an experienced leader and manager, Hayley is committed to people development and motivation and has an inherently collaborative approach to teamwork. Hayley is also an Executive and Senior Manager Coach & Mentor and Emotional Intelligence practitioner. Hayley has developed new ways of working in organisations which is based on outputs and results, and led change programmes within the organisations to embed these new ways of working and the required culture change associated with it.
Hayley is currently the organisation manager for equality, diversity and inclusion at Wales Ambulance Service Trust (WAST), prior to which she enjoyed a career in the voluntary sector for over 25 years. She is experienced in charity operations and governance, holding trustee positions with Wales Council for Deaf People (WCDP) and the Mindfulness Network. Hayley is experienced in European and Grants & Trusts Funding and has extensive knowledge of the business benefits of Equality & Diversity, and Modern Working Practices.
Hayley is an accomplished public speaker and has spoken at many events (both in the UK and Europe) and in the media, through the mediums of Welsh and English, on Gender Equality & Diversity, Modern Working Practices, Culture Change and Leadership & Management.
