Paul Silk was appointed Chair of the Independent Membership Selection Panel in 2018.

He is from Powys and lives there now. A Clerk in the House of Commons from 1975, he was Clerk of the then National Assembly for Wales from 2001 to 2007.

From 2011 to 2014 he chaired the UK Government’s Commission on Devolution to Wales, a Commission that among many other things made recommendations on the devolution of water. Since 2010, he has advised more than 25 national and regional parliaments around the world.

He was knighted in 2015 for services to the Parliaments of, and devolution in, the United Kingdom. He is an honorary professor at Cardiff University, an honorary fellow at Aberystwyth University, an honorary doctor of the Open University and a Fellow of the Learned Society of Wales, as well as a Trustee of two national and two local charities.

He is married with three adult sons.
