Steve Thomas CBE was the Chief Executive of the Welsh Local Government Association (WLGA) between 2004 and 2019. He was the head of the Employers Organisation for Local Government and active in developing social partnership in Wales. At a voluntary level was also the chair of the Prince's Trust in Wales for eight years during this period.
He is currently the Chair of Bwrdd Glandwr Cymru, the advisory body to Canals and Rivers Trust in Wales". In October 2019 he was appointed by the minister for Housing and Local Government in Welsh Government to chair and advise the Merthyr Tydfil Council Improvement & Assurance Board. Steve was involved in all the major debates from the onset of devolution on central-local relations and developing major pieces of legislation in partnership with Welsh Government (WG) on education, social services, and waste management. Prior to this he worked in a number of councils across the Gwent area, and led on local government reorganization in 1996 leading to the formation of Caerphilly CBC. He has also been previously employed in a range of factories and upon leaving school he worked as a miner. Today he concentrates on undertaking consultancy and works with a range of councils including Cardiff City Council, the Swansea Bay City Deal plus he undertakes a range of senior the recent recruitments.
